Partnerships for Teaching Quality: Quality Improvement, School-Community
Practice and Teacher Education. Investigate 'sites of interest'
and 'lighthouse sites' in each of the six districts under
study develop and implement appropriate 'capacity-building' programs
for teacher preparation and teacher professional development,
and make recommendations to the Director-General for further enhancing
distance and rural education

The
operational definitions used in the study are:
1. "provincial rural cities" - those containing
at least 1000 young childrens, ages 6 to 14 years.
2. "provincial rural areas" - those areas within
a 100 km radius of the five provincial rural cities located from
dristric of gabilley, borama, baki , lugha-ya and zeila
3. "rural education" - includes schools in isolated
communities and small towns, distance education and boarding schools
4. "remote rural areas" - all locations outside
the 75 km zone around provincial cities
5. "outlier site" - those schools standing apart
from the majority.
